Did you measure the voltage setting on the PowerOne linear(it's adjustable)? Are you sure you had the AC hot and neutral connected correctly? Too low a voltage setting or incorrect mains connections can cause the linear psu to hum.
Yes, AC quality can effect power supply performance.
