That's news to me.

No. AC is AC. From the input transformer's perspective there simply is
no polarity, and phase can only be defined in relation to another
signal. Within your house wiring system you will have a "neutral" and a
"hot", and they need to be wired correctly for safety reasons and for
proper functioning of multi-phase wiring. For example, a light bulb
socket has neutral connected to the sleeve of the plug so that you're
less likely to be shocked by touching it, but it would work just the
same if you turned them around. 

Likewise, since the transformer primary is not connected to earth
ground, in that context their voltages are only meaningful in relation
to each other, so they're the same either way because a sine wave is
symmetric. If you were to connect a voltmeter or floating scope to the
leads it would not matter which way around you connected it, you would
get the same thing. The system's earth ground is for safety and is not
a return path for any input current, so phase of the power input is
meaningless.
