I have experienced a situation where this mattered. I had an old Rotel CD drive and A Meridian563 DAC.
The DAC had indicators off the quality off the "lock" to the drive, this was in two stages one led for "found signal on digital input" and one led for "pll loop lock established". The thing was that i took ~1/2 hour before a full "lock" could bes established when I started the devices from cold. When the PLL kicked in then it stayed locked forever. A quick power cyckle did'nt matter so they have to be realy cold.
