Actually in a 16bit system, there are 32,767 discrete levels, positive and negative. The most significant bit is used as the sign (+/-).
In a 24 bit system there are 8,388,607 levels (+/-) Full amplitude (0db) is in both cases the maximum value that can be stored in the word.
