It's a common psycho-acoustic phenomenon that distortion DOES make the audio sound louder. What you're seeing on a CD waveform is 'controlled' clipping, where the level is maximized as much as possible yet held at a maximum level of -0.2dBFS. The digital signal isn't clipping, but the processing in the mastering process is 'controlled soft-clipping' for the volume.
