Aren't we talking about two things here? The power of the headphone amp stage and the sensitivity of the headphones is one issue. But running at 90% volume isn't a problem in itself - loud enough is loud enough. In fact, operating at the top end of the range might be good if you factor in digital volume / attenuation.
But what people are worrying about is the current delivery (or not) into a harder or complex loads, which is a matter of load handling or impedance matching is it not? I'm hardly an EE type but I thought I'd drop that thought in...
