Yep, referring to processing power mostly (of course I can use less electrical power as well because of no monitor, etc.). And yes, a vortexbox equipped device can be as capable (if not more so due to its limited focus on a few tasks) than any equivalently powered PC(CPU, RAM, etc). And for other readers, just to be clear. Don't confuse that people talk about vortexbox and vortexbox appliances. The latter are smallish atom based PCs designed to run with no monitors or keyboard) that are "green" in terms of low power use but relatively powerful as PCs running the special linux setup with a specialized Web GUI for controlling. But VORTEXBOX itself is simply a software OS that can be installed on ANY PC. It does "take over" the computer (i.e, it is a complete system, not just a program).
