Ikabob... Most dacs will work fine in your system. I'm assuming that right now you've got the analog outs of your Touch connected to your amp, right? Well, what you'll do with the dac is connect it to the one of the Touch's digital outs with either an optical or coax cable, depending on which output you choose. The dac will have analog outs just like the Touch...you'll just plug the dac into your amp just like you've had the Touch plugged in. As to the SQ differneces between the Rega and the Bifrost (loved the intro on their website!)....I've no idea, never having heard the Bifrost. I completely love the sound my Rega puts out but it's certainly not the be-all and end-all. If you'd like to, I suspect you'll probably be able to get both units on a "try or buy" basis. If those are your two candidates, give 'em both a listen and buy whichever one you like better.
