Antenna position is critical. 

Flarm transmit power is very, very weak because it uses unlicensed spectrum and 
that also makes battery power consumption low. 

the aerial should be on top of the turtle deck, not buried amongst wires and 
metal boxes. any obstructions effect performance.

if you have a planar antenna (it has a flat part) make sure the flat is facing 
forward.
