I wish you luck.
Mike B has tried fighting this one before, and his "Joey"
does have the pressure altitude facility.
The FAI seems to be paranoid about cheating, so insists on
suitable security for the process and the resultant files.
The pressure altitude is required because the GPS altitude
measurement is (or used to be before the switching off of
Selective Availability) not sufficiently accurate, and the
height reported by GPS is above the theoretical geoid rather
than above MSL.  In other words, they needed something like
a standard barograph.
This question has been done to death on
rec.aviation.soaring, so I think any chance of changing the
collective mind of FAI-IGC is low.
There is no problem, for local contests, for the local rules
to allow the use of any GPS arrangements they wish.  Some
local contests in USA have allowed use of hand held GPS
devices which have sufficient track storage to accommodate
the duration of the task.
