Those frequencies you've listed above are the set that I already knew to be allocated to the GFA some time back. Strictly, you're 0.005 Mhz off the mark with them according to data I can find with a few quick Google searches...

I would imagine that these frequencies aren't costing more money to hold, so surely the GFA hasn't subsequently just handed them back.... or have they?
I think your imaginings are wrong Simon. As I understand it, the GFA was allocated those frequencies for a specific comp (the Benalla Worlds?) by some clever negotiating on somebody's part. When we acted as though we now owned them the ACA smartly reminded us that they weren't ours permanently unless their palm was crossed rather handsomely. At which point we backed off.
Not so much 'handed them back' but 'didn't pay to extend'.
Graham, methinks you know the back-story here. I'd sincerely love to know what is up on this front. Can you tell us what it is?
I can't recall the exact details now but it might have been Terry Neumann who new the real story authoritatively. I would check your own (aus-soaring) archives with a search on 'frequencies'. I'm pretty sure I read it here.
