David,
The ozone hole and global warming are in fact two completely different things.
They get mentioned together so often that they get associated in peoples'
minds.
Even the Australian newspaper's environment writer got this all screwed up
a couple of years ago in an article.(for which she properly got taken to
task by a couple of readers.)
To argue that the government is scaring us

Do a google search for ozone depletion or similar phrases and you'll learn
more about this than you ever wanted to know. Likewise for greenhouse.
You will find that what I said about causes of seasonal ozone depletion is
unremarkable and non controversial. The controversy comes in about the
relative magnitude and importance of human influence.

I thought I explained why human influence on CO2 is of little concern as
far as the "greenhouse effect" is concerned. Search for articles on
greenhouse warming (the Uni of West Virginia geology department is a good
start) but don't forget to find out if the model being used accounts for
water vapour. Next time someone spouts about how we're all doomed by
manmade greenhouse induced warming ask them about the relative contribution
of water vapour. If they can't or won't tell you ask them why they are
entitled to an opinion on the matter.
The "ozone hole" is another matter (for completeness - there is a link
between "greenhouse" and "ozone depletion" even though they are different
things. The CFCs alleged to cause greater than natural ozone depletion are
in fact potent greenhouse gases, however the amounts required to account
for ozone depletion and greenhouse warming are seriously different and the
greenhouse warming effect is caused before the CFCs break down and the
ozone depletion effect is after they break down.)
There may well have been something to worry about with the effect of CFCs
on the ozone layer but as I said the latest results aren't in line with
what was expected. If in fact ozone depletion is affected by solar activity
then seeing a ten year period of increasing ozone depletion may depend on
when you started looking properly as the sun is known to have 11 and 22
year periodicity at least.
If you want a good overview of "the environmental threat" I suggest Bjorn
Lomberg's book "The Skeptical Environmentalist". I read it and bought a
copy. WARNING - it is as dull as ditchwater.
