They only cost a couple of mill each you would think that they could extend the budget by a couple of grand and install a video camera. But some black boxes inside these things do a much better job at detecting airborne traffic much better than a "UAV Pilot" watching a TV screen. 8-) I cant see how these things would be hard to see in the air as the ones I've seen are BIG ...Really Big !., but there are some smaller "Homebuilt" sized ones floating around which I think are the ones in question.
