Looks like standard bureaucrat boilerplate to me. At least they had the decency to be swayed by the evidence in the first place. Looks like PPL spin training has been replaced by a demonstration. That was done at Darling Downs Aero club until somebody looked into the Tomahawk spin record.
Hopefully the instructor training will improve to prevent them killing people during commercial training.
