The plain language of the regs place an obligation on the pilot to
possess the documents on-board. Doesn't appear to be any obligation
for the aircraft's owner to provide copies. I can't see how any club
could be "breached for non-compliance", not on the basis of these rules
anyway.
Just sayin'.
Strict liability too, so there's no scope for the pilot to deflect
responsibility to someone else for maintaining the documentation.
If the manuals aren't on-board the pilot can opt to refuse to fly
the aircraft, but flying it anyway then blaming the aircraft's owner
for noncompliance doesn't appear to be an available option.
