I concur with all of these, and would only add (5) Work with CASA to
ensure that
the GPC is recognized as an ICAO Pilot Authorization.
We peons in the trenches have been requesting, nay, demanding
international
recognition of our credentials for years and years and years, and it
seems
bizarre to me that despite all the discussion we've had over the near
decade of
opportunities to move on this since the various pilot authorization
NPRMs
were first mooted. we don't appear to be any closer to it than we were
when
I started gliding.
There is an obvious desire by GFA members for the GFA to deliver on that
requirement. The only reason I can see for its lack of implementation
so far
is the lack of movement on point (4) below. It's difficult for me to
see any
other explanation for the way they've remained so thoroughly
unresponsive
to their members' needs in this area.
Finally: Note that (3) is almost irrelevant right now for people who
adopt the
parallel path, because they don't need to be GFA members in the first
place.
GFA has simply decided that it doesn't want to provide a way for those
pilots
to be members even if they want to be. It seems to me that fixing
that is in
GFA's best interests even if it doesn't believe that the parallel path
is a good
idea per se. Otherwise I'd have to wonder how much time CASA is going
to want to waste in dealing with the GFA in ten or 15 years time when
they
only represent the 10% of remaining pilots left after everyone else
has opted
for the parallel path.

The changes I personally see as beneficial to our future are:-
Instructors only being responsible for the operations of pilots with
less than the Glider Pilot Certificate. This would make the GPC
equivalent to what is currently the level 2 independent operator
rating. A satisfactory annual (?biennial?) check, medical
declaration, continued GFA membership plus say 10 hours gliding per
year would be all that is required to maintain that status.
Clubs would however maintain control of the operation of their fleet
(tugs/gliders) and could require whatever hours, currency, checks
etc they felt necessary for flying their gliders, being towed by
their tugs etc.
Removal of the dual check/signature requirement for rigging of all
gliders that have self-connecting controls and for all privately
owned gliders flown only by the owner (which would mean no
passengers in such a two seater glider unless).
Removal of the requirement to be a member of a club to be a member
of the GFA. People choosing this path would however have to make
arrangements for their annual (?biennial?) check. Clubs already have
non-member rates if such people want/need to fly their aircraft.
The direct, annual election by the membership of the President, Vice
President and Treasurer of the GFA.
