OK - I am on the GFA Board as GQ rep and I supported this measure.

There are two ways of raising the revenue needed - raise membership
fees or find a way for people outside the organisation to make a contribution.
Raising the AEF fees makes those outside the GFA contribute more to
its running. Do you really want your membership fees to rise
significantly instead?
This is a worry. You guys really didn't think this through did you?
If the GFA didn't take the $20 the club could keep it and so keep its
membership fees lower. To the club and GFA member the outcome is
revenue neutral.

In the real world a business which can't raise enough money from its
products and services at prices the customers are willing to pay,
ceases trading. Now there's a suggestion for the GFA board - go out
of business. Maybe you should propose a motion to that effect at the
next board meeting? CASA won't care. Gliding won't stop. In fact at
the local club you'd never even notice except that all the money the
club raised would stay there instead of being wasted. Or it might be
wasted but at least the club would be wasting it themselves and the
committee would be likely to be replaced by the members at the next election.
There's nothing unfortunate about the shrinking membership. It is
clearly the outcome of deliberate policy to defend a long out of date
business model.
