Talk to Brad Edwards. he built a trailer that way years ago although I think it was aluminium bonding he used. It is one of the Sikaflex products. Don't know about steel. It's all in the surface preparation and prevention of corrosion in the material surfaces in the bond.

Anyone on the list have any experience with steel – steel adhesives.
We are considering fixing the sheet steel (colourbond) to the steel frame on a sailplane trailer
(as many of the modern pantechs are now made).
Apparently, this method of fixing the cladding is not only water-proof but also stronger (and looks great
Also) than the traditional fixing methods (screws, rivets etc).
