Indeed they do.

The only way to change the GFA is to force the issue of changes to the articles by gathering large numbers of proxies (given that we cannot get large numbers of members to an AGM wherever we hold it). Proxies do have to be registered at the GFA office before they can be used. Article 19 (h) covers this...

h) The instrument of proxy shall be deposited at the secretariat or as determined by the
   Executive for the purpose of convening the meeting not less than forty eight hours
   before the meeting time at which the Member extends the instrument of proxy.
