Mike,
That is a very sweeping statement. Perhaps it might be fairer to say that
SOME aviation bureaucrats are incompetent. It seems to me, after only the
briefest of scans through (part only) of the document, that the issues are
far deeper than that. The aviation regulatory system in this country has
been in turmoil (read a mess), for years, and that fundamentally gets right
back to the quality of the management at the very top levels. This points
the finger squarely at the various Ministers of Aviation (how so ever
called) and the Australian Parliament itself! The Minister makes
recommendations as to who he wants as his department head, and it is then up
to the Parliament to ratify (or not) that recommendation. No doubt a can of
worms for a weak Minister!
I seem to recall that at one stage Dick Smith was appointed as a new broom
to address these issues. I think he gave up in the end, which wasn't very
long after the beginning! Perhaps you might have a clearer recall of the
problems that he encountered, and enumerate them?
With respect to the report, the obvious first issue is funding. If the top
management is incompetent or weak, then it is unlikely that they will "go
into bat" jump up and down, scream and shout etc to make sure that the
Minister is fully aware of all the issues, and thus can go to Parliament
and make a strong case to ensure that adequate funding is provided in the
annual budget to allow the department to meet all/most of its obligations,
including the issues addressed in the report. As you well know there is very
fierce competition for the limited pool (no matter how big that pool may
be), of funds available. The question that then follows is "are the
available funds being used to best advantage?" Again this reflects directly
on the top management. This forum has several members who serve/have served
in the field. I would be fascinated to hear their comments on any of this.
The report mentioned such things as inadequate training, and lack of an
adequate workforce to carry out the necessary duties under the agreement.
Basically very simple issues to resolve, provided the funding and
will/direction is there!
So Mike, what do WE do about it? I welcome your CONSTRUCTIVE comments.
