In CASA i met a heap of very competent people who are very
disillusioned. There are a small minority of difficult people but
the balance between the many influencing factors is a slippery slope.
It would be grand to think that the people the system is being
maintained for would support and benefit ongoing improvement
but alas i am loath to suggest it is much easier to critique from a
partially informed perspective than to actually look at the broader view.
BTW, the ICAO audit is only the tip of the iceberg.

If they are competent but disillusioned why don't they get jobs in
the commercial sector? I know at least one person who did this a long time ago.
Shortcomings like lack of supervision of the maintenance systems for
ETOPS or airlines forgetting to do ADs on things like pressure
bulkheads in 747s are very serious.
If the bosses can't get the resources then they do have the
honourable course of publicly resigning. It all sounds very different
from the last CEO's outgoing message in the last Flight Safety.
I once flew down to Gunnedah to hear Dick Smith talk about why he
resigned. John Anderson wanted him to take responsibility without
giving him the powers that Dick considered necessary to do the job.
So Dick quit.
As for the NTSB in the US, it isn't required to take any account of
the economic impact of its recommendations. The FAA must.
If the ATSB doesn't have the resources to investigate even all
airline/charter incidents/accidents I think we can forget any
intervention below that. RAAus does a somewhat credible job of
accident investigation although when you look at why the ATSB was
formed you can see the dangers of that. Basically if was felt that
CASA wasn't going to lay bare any of its own shortcomings in an investigation.
