This is the "principle of interoperability" that is driving
all the Mode S proposed requirements for many countries -
which are slowly coming to the realisation that there are
lots of aircraft with people in them that cannot support a
transponder indefinitely because of  limited electrical
capacity.

Glider pilots throughout the world are leading this fight -
all kinds of gliders, plus balloons and some of the lighter
ultralights.
