2 wild guesses:
The Laser thingy really doesn't measure "wind speed" it measures gusts
ie the time constant of normal anemometers might not give sufficient
warning of gusts for the control system of the turbine to act quickly
enough and maybe the laser thingy can.
OR
Maybe the farmer next door has the snots with the wind farm and won't
let them put any sensors on his land (hence remote sensing required)
