For fixed wireless, the NBN should be back filling urban residential / commercial areas that are covered by it using fibre. Leave the fixed wireless for the semi-rural and rural properties. At the moment a lot of urban residental / commercial properties are being served by fixed wireless.
As for congestion elsewhere in the NBN network, there needs to be agreed to, link utilisations threshholds that triggers upgrades of NBN internal links which is monitored by a external party. This should be all data driven. Links which are in need of upgrading need to be visible to the public. Similarly CVC links which are also over utilisations threshholds also need to be made public. Provide more transparency.
