Summary: clarify, whether a trap action that is executed from
a context where set -e is ignored, would have set -e ignored, too

It all comes down to `when executing'. It's pretty clear that the trap
action is not part of "any command of an AND-OR list other than the last."
Is the trap action executed "when executing" the first command in the
AND-OR list?

There's nothing I've seen so far that would make me change bash's behavior.
