Nobody has objected to this solution, so I propose changing bugnote
4019 to implement it.

I think it is simply a matter of updating the line 80144 change so
that the third column for the \., \[, ..., \$ row is:

    In the lexical token ERE when not inside a bracket expression,
    the sequence shall represent itself. Otherwise undefined.

(i.e. add "when not inside a bracket expression").
