It's because the relevant part of the plans we had for bug 251 are no longer going to be possible. We are going to have to reduce the resolution of bug 251 to just a requirement that attempts to create filenames containing <newline> fail (perhaps with some advice in non-normative text). The parts relating to handling existing filenames containing <newline> were being implemented by Roger Faulkener before his untimely passing. There are no plans for that. And given the short time available before we produce draft 3, I doubt it would be feasible for Issue 8.
