100997  −b type  Specify which logical page body lines shall be numbered. 
Recognized types and
100998           their meaning are:
100999    a        Number all lines.
101000    t        Number only non-empty lines.
101001    n        No line numbering.
101002    pstring  Number only lines that contain the basic regular expression 
specified in
101003             string.
101004  The default type for logical page body shall be t (text lines numbered).

ENVIRONMENT VARIABLES:
101046  LC_CTYPE  Determine the locale for the interpretation of sequences of 
bytes of text data as
101047            characters (for example, single-byte as opposed to multi-byte 
characters in
101048            arguments and input files), the behavior of character classes 
within regular
101049            expressions, and for deciding which characters are in 
character class graph (for the
101050            −b t, −f t, and −h t options).

101099  The option [−f type] is added to the SYNOPSIS. The option descriptions 
are presented in
101100  alphabetic order. The description of −bt is changed to ``Number only 
non-empty lines’’.

And, indeed, SUSv1, XCU, nl, OPTIONS, -b type, t:
  Number only lines with text consisting entirely of characters in the current
  locale’s graph character classification.

Which, y'know, great, but that text has been contradictory for 26 years.
