In response to my query to glibc, Paul Eggert argued that Python's \Z is better than Perl's \z, and that Perl's \Z can be emulated in other languages by \n?\Z (at least, where \n represents newline). But he did agree that glibc's existing \` and \' have the same impact as what other languages have in \A and \Z.
