OOo writes the CSS rules into a style element in the header. It cannot
use CSS, which is written in a separate file and inserted via the link
element.
And about XML, there is an "XML filter settings..." in the Tool menu -
however I did not quite manage to understand what it is supposed to do. If
someone could shed some light on this, I would really appreciate. Otherwise,
I am just going to keep on looking.
The XML filter is used for the XHTML export. The export with this filter
is the recommend way to produce XHTML text, because it produces valid
XHTML in contrast to the Writer/Web. The part UI "XML filter
settings..." is for managing and testing such XSLT based filters.

In HTML there are "Frames" and "Floating Frames".
Explain the different anchor types, which results in different HTML code.
Saving in different formats, exporting to PDF
Adding controls and using the Form design
Importing database tables, linking database contents to controls
Working on the HTML source
Opening an existing web page and changing to HTML source view will
destroy the original HTML of the web page immediately. A fat warning
about that is needed.
Using the Web Page Wizard
I miss information about the meta data and the title element. The
information in the document properties are automatically used for that
elements.
I miss the information how to open an existing web page, if it is a
local file, and more important, if it is a file with http:// access.
