I am also left wondering who you are expecting to be the audience for this series of documents. Do you have any distribution information?
By "this series of documents", do you mean the user guides we're writing or the style guide, writers' guide, and others?
The style guide, writers' guide, templates and so on are primarily for people working at OOoAuthors on the user guides. If people in other parts of the OpenOffice.org community choose to adopt those documents for their own use, that's great, but they are not our primary audience.
The user guides themselves are aimed at anyone using OpenOffice.org. They will be distributed as PDF files through the OOo Documentation Project's website and added to many of the CDs of OOo itself. We plan to eventually have printed copies available for sale, but the details of that are still under development.
We are assuming that many of the people reading the guides will have English as a second (or third) language, so we try to write in plain English and adhere to principles of international communication. Some details are given in the style guide and/or writers' guide.
The user guides will also be translated into other languages, so ultimately the audience is much wider. As you'll see on the OOoAuthors site, there are already several folders for other languages, put there because people approached us for space.
Btw, some of our chapters were originally written in another language and translated into English before being revised to fit our style a bit more, so it works both ways -- and increases the diversity of writing, grammar and punctuation styles in our books. :-)
