Then, I consider most important the user guide. Since there is the 2.0
version upcoming, I suggest to start a translation project directly on
this version (using eventually prerelease drafts).

I think that's a good idea. I also think that the user guide is the top
priority.
I am also member of the OOo Italian Lang project, once I understand all
the workings I would like to propose and look for other contributors to
the documentation project from Italy.
