The proposed notice sounds good to me, with one exception:

When would it not be appropriate to mark the license clearly? Put another way, under what circumstances is the license not marked? Is the license ever marked "unclearly"?

I suggest the following wording for what I think this is trying to say:

"When a license is specified for documents in a particular folder, that license is noted in the folder. If no license is specified for a folder, either the license is specified in each document or normal copyrights apply."
