The "either the GNU General Public License, version 2 or later (http://www.gnu.org/licenses/gpl.html), or " string is defined as a "user defined" tag and in present in content.xml but also in meta.xml.

OmegaT (translation help tool) right now parses only content.xml and even if the source string is translated in OmegaT, in the target, the string calls the definition present in meta.xml for display.

What is the point to have a "user defined" setting for this string ?

It's a long story, of historical interest only. As I go through final publishing the chapters, I should change that into plain text. Until reading your note, I had no incentive to bother doing so, but I'll put it on my things to do before final publishing list now. Thanks for bringing it to my attention.
