Peter, as you are the "owner" (for lack of a better word) of the book as a whole, you have the authority to publish chapters when you consider them ready. The process is as you said: make .odt and .pdf versions of the file and upload them to the Published folder. Also, of course, change the State to Published. In addition, inform the list (and especially me) so I can put the .pdf in the queue to upload to the OOo Docs website.

Some history of the way chapters get published:

In the past, Janet Swisher and I were designated "editors" and the group agreed that we would decide when chapters were ready to publish. Janet did the Writer Guide and I did all the others. Recently, others have come forward to take on some of the books. They are:
Agnes Belzunce: Migration Guide and Draw Guide
Gary Schnabl: Writer Guide
Peter Kupfer: Calc Guide
Jean Hollis Weber: Getting Started and Impress Guide

I've been thinking of the role of these people as "owner" (more than "editor") in the sense of being responsible for making sure things get done, keeping track of who's writing, reviewing, and editing; reviewing and editing as needed; making the decision to publish chapters when they are ready; and doing the actual publishing. The role should also include regenerating a full book at intervals, but there are some "gotchas" in that process which I have written up somewhere. Look in the "Contributor Resources" folder for some of my notes; when I have a chance, I'll try to fill in the gaps.

We don't have a formal approval process, and IMO we don't need one; our informal process has served us well and I think will continue to serve us well. Others may feel differently.
