I think one of the German team will be able to give you a better idea of what to do. IIRC, the NL site was copied from the German site, which does work differently in some ways from the English site. I did think, though, that when I gave the new German members the Author role that it worked for the German site too.
You can tell that I don't know much more than you do, and maybe I am totally confused! ;-)
