This is my slight variation on an outline proposed by Drew Jensen
on the wiki. This draft is likely to change (at minimum the
outlines for several of the chapters will need to be developed in
more detail), but I'd like to get some consensus that the overall
approach is good for meeting the needs of a range of users. Then
we can get the writing started.
