that we need to be careful about which libraries and schools. My concern

is that we could provide 100 books to 100 different libraries or 
schools, and it could sit there unused.

I am not saying that we should not give the book to these places, just 
that we need to consider how to get the books to where they will be more

likely to be used.

I suppose that this is more of a question of how to choose the school / 
library / teacher, etc...

If this is known to promote usage, that is what you want.

Educational discounts might be another option. You know they want the 
book because they are spending some money (for example).
