If you remove the space below, then if a table cell has more than one paragraph in it, there is no space between the paras. I think that your proposed solution to one problem (that most of us would never notice) would cause a bigger problem. Perhaps there is some other solution that does not have an unwanted side-effect?

Another alternative is to utilize the SAME padding both above AND below, instead of having 0 points above and two points below.
