Umm... virtual consoles aren't "the console" (/dev/console) really. 
They are a funny hybrid of normal terminal and "the console" generally
(the kernel defaults the console to /dev/tty0 "the current console" --
which does indeed follow you around.  You can't log into /dev/tty0 at
all.)
