It seems to me that the short version is just as legal as the longer one, provided the 
long is
included license.txt style.  After all the GPL is often stated in short form, eluding 
to the long
elsewhere in the distro. http://www.fsf.org/licenses/gpl-howto.html

Why is that relevant The GPL is restrictive compared to the Apache Software license.  
And the FSF
feel they do not need the long at the top each file.

On the issue of dual license, you are right. It is clear that it is not allowed.  I'm 
sure I had
some such dual license with Jesktop when it was here.  Even now that Jesktop is taken 
elsewhere, I
am honoring the Apace license with no other duality.
