As things are moved to Commons (both the Jakarta and Apache flavors), I think this will become less of an issue as Avalon itself will be (more) closely related. (This is with the thought that we have a shared component repository in Apache Commons and code not tied to A-F can migrate to Jakarta Commons).
I think the initial set of PMC members should be all current, active committers, minus anyone who voluntarily wants to opt-out.
There are also some committers that care deeply about the project but have very little time to work on it at the moment (Berin, most notably with his recent post to the list). I value his input and believe we need to leave ample time for its inclusion.
