Seriously, we should not just take top committers. We should do all who are in and have committed in the last six months (more than 17).

If we take into consideration the active committers in Avalon Framework based
on the analysis posted by Paul earlier today, the core Avalon team is
composed of the people listed below. I've flagged each one to indicate if
they are tracking this or if the status is unknown.

Based on the above - we have 11 out of 8 who I know are tracking the thread. That's 72% of active committers that have responded in one way or another, sufficent to say that they are aware and engaged in the process. The number does not include committers that are watching but not voicing an opinion at this stage. Seems to me that we have a rather high level of engagement given that the proposal post was made less than 10 hours ago. I think its a safe bet that we will have an even higher level of engagement within the next 24 hours.
Expanding this list to include the additional names identified in Paul's analysis across Excalibur, Fortress, Merlin, Avalon Apps, Phoneix, etc. adds the following 6 names to the gene pool:

Carsten Ziegeler
Markus Crafter
Giacomo Pati
I.e. after 10 hours we have 75& of the active committers, and 47% of the broader comitter community. I think we doing rather well.
