If we move fortress to sandbox, and it is then indeed released in a
month or so, we need to move it back. Silly, confusing, lots of work,
messes up cvs. Same for phoenix-related code.

If something is unreleased, then if its specific to Phoenix
then either (a) move it into the Phoenix project (loader?,
containerkit?, etc.), or (b) move to the the sandbox.
From there on - the process of release is the only tangible
process we have available to us unless we decide to let
ourselves slip into subjective notions of what is contentious
and what isn't. Release is a point at which we take on
increased responsibility to the board and to our users. We
should reflect this by being consistent with our structure.
