Who made Larry emeritus?

On <http://jakarta.apache.org/site/roles.html>

"At times, Committers may go inactive for a variety of reasons. A Committer that has been inactive for 6 months or more may lose their status as a Committer. Getting access back is as simple as re-requesting it on the project's Developer mailing list. "

note the *MAY LOSE*....

Stefano himself said that he would not consider himself a voting member unless voted back:

I don't get it. You ask why he is emeritus and after you give an example of an emeritus committer coming back.

If he wants to come back he can just ask and we can get him back in with a quick vote, like we did with Stefano, I don't see the problem. Why would Larry have to be treated differently from Stefano?
