If he wants to come back he can just ask and we can get him back in with a quick vote, like we did with Stefano, I don't see the problem. Why would Larry have to be treated differently from Stefano?
Stefano declared himself emeritus, and said he would only consider himself a committer again if voted back.

(to my knowledge) Larry was never declared emeritus, neither by himself nor the community at large.
