Didn't you say that all these votes would have "PMC:" prepended? If so, wouldn't we have "[PMC:Proposal]"?
Don't know the reasoning behind this, but I can come up with a good excuse why we shouldn't have [PMC:PROPOSAL] but should have [PMC:VOTE]: While something is being debated as a proposal, it may not be clear if it is a PMC vote or not, but at the time of voting it will be.
I'm adding this to the "post-vote roundup" list.
It's not critical, nor should it really delay voting.
