Don't know the reasoning behind this, but I can come up with a
good excuse why we shouldn't have [PMC:PROPOSAL] but should
have [PMC:VOTE]: While something is being debated as a proposal,
it may not be clear if it is a PMC vote or not, but at the time
of voting it will be.
I think I agree with you here. Anyway, let's leave it for later.
