I also asked this question at many places.
The only reasonable answer I got: under windows most video tools (encoders,
editors, players) uses AVI file format, only a few can deal with mpeg streams.
The second problem: for a long time, divx codec was available only in the
cracked m$ codec .DLL form. as it was a VfW/DShow codec, it couldn't be used
in mpeg programs, only avi/asf tools. but as only asf tool is m$ media
encoder, which was non-free, the only file format left: avi.

of course we, non-windows people hate avi file format because its limits (no
a-v sync, not streamable, not error-resistant etc) but divx is originated
from windows, where avi is the standard... :(

btw afaik official mpeg4 standard uses the quicktime file format, instead of
old mpeg system streams. you can find standard mpeg4 files at panasonic
website, but they are also in qt format, not ES/PS/PES/TS.
