This is something I would have liked to go into build-improvements so
that I don't have to do the same thing.
It looks that you just re-did work on last file that I converted
(I left non-bootstrap files as-is).

As I said, if there is something valuable to the entire comunity,
we should try to get it proposed to the "upper" stream (i.e. where
we branched from).
What I committed before leaving was part of a larger patch. If it is
worked already done, I'm sad to see it wasn't proposed for build-improvements.
Because I would have concentrated on some other paters.
There are more changes to come, but not before I find a more
reliable network connection and ways to install autoconf-2.60 on
mingw/msys.
